In accordance with the Law on Public-Private Partnership, and to advise the Committee for Public-Private Partnerships for projects that will be implemented through Public-Private Partnerships, the objectives of the PPP Central Department include:

  • Centralized management of the PPP program in many sectors;
  • Support for the creation of an adequate framework for PPP;
  • Acting as an effective link between policy priorities and institutional structures;
  • Creation, promotion and distribution of standards and best practices regarding the identification, development and implementation of PPP projects;
  • Creation and promotion of standardized bidding processes, in order to increase consistency and predictability;
  • Providing information on investment opportunities to potential investors;
  • Promoting education, training and capacity building;
  • Coordinating the presentation, analysis and selection of projects with line ministries, POEs, municipalities and other budget organizations;
  • Acting as a iaison with stakeholders;
  • Reviewing and evaluating PPP projects and approval of projects aimed at supporting the government (contributions, guarantees, subsidies, etc.);
  • Providing necessary guidance, technical assistance and support to line ministries, POEs, municipalities and other budget organizations;
  • Maintaining close connection with the supervisory and monitoring units within line ministries, POEs, municipalities and other budget organizations while the projects are underway.
