PIA PPP - RFP and Draft PPP Contract Issued to qualified bidders

The Government, aiming to meet the economic and operational potential, and based on the recommendations stemming from the investment grade feasibility studies, has taken the decision to implement Public Private Partnership for the Pristina International Airport, taking into account that this represents a very high economic benefit for Kosovo and ensures a modern infrastructure and high-quality services.

At the last meeting of the Inter-ministerial Steering Committee (ISC) were reviewed and approved the Request for Proposal (RFP) along with the Draft Agreement, which had been sent to three pre-qualified companies on December 29th, 2009.

Qualified bidders, who are invited to participate in the competitive tender for the right to enter the Public Private Partnership for operation and expansion of Pristina International Airport, are:

1. Fraport IC ICTAS Havalimani Isletme A.S
2. Bouyges B√Ętiment / Egis / Paice Consortium
3. Limak / Airport de Lyon Consortium

The next step in this process is organizing the Investors Conference, which is foreseen taking place in the last week of January 2010, in which will be invited 3 qualified companies in order to clarify and discuss the questions they may have concerning the Request for Proposal. During this conference, they will also have the opportunity to have a detailed visit to the airport and collect additional data.

According to the timeline defined by the ISC, deadline for submission of bids is the last week of March 2010, and the winner will be announced latest at the beginning of April.

While after meeting conditions precedent, the Contract shall become effective in September 2010.

The Government of Kosovo intends that through the concession Design-Build-Finance-Operate-Transfer Approach in PIA are advanced airport capacities to meet the requirements of internationally- accepted quality services, to increase commercial revenues, improve the comfort, benefit from operation efficiency, effective process of construction/design, private capital investment ranging from EUR 85 to 100 million, as well as increased transparency in the airport operation and financing.

Transaction Structure:

Public Private Partnership in PIA is envisaged to be provided a 20-year agreement Design-Build-Finance-Operate-Transfer Approach and will include construction of a new terminal building, three times larger than the existing one, 25.000 square meters.

The new terminal will be a landmark, symbol of Kosovo's future and will make
the citizens of Kosovo proud. Required additional investments include building required a new control tower and related facilities, new apron that would provide 9 aircraft parking positions, new water treatment plant, etc

The Private Partner will provide each PIA employee a work contract for at least next 3 years, with salaries and benefits they have presently.
